In Costa Rica, requesting a payment installment plan from the Tax Administration is still seen by many as a sign of financial weakness. However, specialists warn that this perception is mistaken and can lead to unstrategic decisions.

Article 38 of the Tax Rules and Procedures Code allows taxpayers to request payment arrangements when facing temporary economic difficulties. Far from being an act of non-compliance, this tool seeks precisely the opposite: to facilitate the orderly payment of tax obligations.

Experts point out that, in an environment where liquidity is increasingly limited, paying in cash is not always the best decision. Payment arrangements allow for business operations to continue, avoid pressure on working capital, and ensure sustained compliance.

However, they warn that these mechanisms should not be used without analysis. Requesting an installment payment implies acknowledging the debt, assuming interest and complying with strict conditions. In addition, it may interrupt the statute of limitations and does not automatically eliminate the condition of delinquency before the Administration.

The regulation also establishes differences based on the amount owed, potentially requiring guarantees in certain cases.
