The initiative of the General Directorate of Taxation to centralize the information of all taxpayers in such a way that we do not have to go around with little pieces of paper with our information has gone unnoticed, and I think it is important to make it visible through this means. In principle, we would give our name or identity card or legal entity and the issuer of the invoice would be downloading the rest of the data necessary to issue the electronic invoice. This is what the statement on the DGT website says:

"Yo contribuyo CR" is the new application made available to make it easier for citizens to request electronic invoices for the purchase of goods and services. Its objective is to address the concerns of the population about the process involved in requesting the invoice in businesses, where the same information must be provided each time it is required." In other words, if I register in this platform, I should not always continue to provide the information, since the business would already obtain it from the systems of the Ministry of Finance.
It is assumed, according to the Ministry of Finance, that if registered, when the taxpayer pays for the good or service received, he/she will only have to provide the business with the identification number, whether physical or legal, to receive the payment. electronic receipt in the registered mail.

The information that one provides to a business for the issuance of the electronic invoice cannot be used by the receiver (business) for purposes other than the issuance. Clearly then, if one decides to register in this new platform, the DGT could not use this information for other uses than the issuance of the electronic invoice, in accordance with Law N° 8968 "Protection of the Person against the treatment of personal data".
We welcome this development, although it seems to come a little late, perhaps due to limitations of the DGT systems, perhaps because we are at the gates of the efficient use, in favor of taxpayers, of the huge amount of information that the tax authorities know about us.

Another issue I would like to echo is another news published by the DGT: The US Tax Administration and the Ministry of Finance have a cooperation agreement to improve tax compliance, auditing, the fight against tax evasion and fraud in the country, as well as the identification of suspected cases of corruption.

The cooperation agreement was signed in September 2020 and since then actions have been carried out to achieve the objectives of the agreement.

For the year 2022, the work plan includes important aspects such as the following:

- Provide auditors with the technical training and tools necessary to audit tax returns in accordance with standardized procedures.
- Create a Criminal Investigations Program through which the DGT will identify suspected cases of taxpayer fraud, tax evasion and money laundering, and refer such cases for criminal investigation and prosecution.
- Develop an effective internal investigations regime to identify and investigate corruption attempts within the Tax Administration.

These things that seem to be isolated facts have to be seen as what they are as a whole: a constant improvement in the systems and methodologies of taxpayer control. The fact that we are moving faster in the private sector does not mean that we are not moving at all on the other side of the street. Remember that the process of registering beneficial owners is starting.
