Costa Rica is positioned as a regional benchmark in public management modernization, according to a recent study by the International Monetary Fund.
The report highlights significant improvements in the operational and financial efficiency of the State through the use of the Single System for Social Resource Payments, known as SUPPRESS, implemented by the Ministry of Finance.
This system has reduced social subsidy delivery times from between 9 and 13 days to just 2 or 3 days, thereby optimizing state liquidity management and cash flow.
Furthermore, the study points to savings of over $4 million in opportunity costs, achieved with a relatively low investment.
During 2025, the system processed over 4.2 million payments totaling more than 179 billion colones, while in the early months of 2026, over one million transactions have already been surpassed.
The IMF also highlights that SUPRES strengthens transparency, improves institutional coordination, and promotes financial inclusion for beneficiaries.
From the National Treasury, transfers are made centrally and directly to bank accounts through the SINPE system, increasing efficiency and control of public resources.
Treasury authorities assure that these results validate the positive impact of digitalization on fiscal management and on serving the most vulnerable populations.
With this implementation, Costa Rica consolidates advances in efficiency, transparency, and social responsiveness.
